Dr Labros P. Babalioutas is an Assistant Professor in Comparative Analysis of Administrative Systems at the Faculty of Public Administration of Panteion University. He is a lawyer as a member of the Athens Bar Association. He has been a member of a Committee of Supreme Council for Civil Personnel Selection (ASEP) for the selection of Special Scientific Staff, member of the Educational Council of the School of Officers of the Hellenic Police, as well as an alternate member of the Board of Directors of the Onassis Cardiac Surgery Center. He has been a member of several administrative Committees of Panteion University. He is an expert in several legal issues of Panteion University (legal control of decisions for the election of faculty members etc). He is a member of the Local Crime Prevention Council of the Municipality of Piraeus. His current scientific interests lie in areas like Public Administration, Health Services Administration, Administrative Decentralization and Local Government, Administrative Reform, e-Government in Public Administration, EU Regional-Cohesion Policy etc. He has taught since 2003 until today (at undergraduate and postgraduate level) also in other Universities in the country. 

He is a member of Scientific Associations and Scientific Societies. His scientific articles have as their subject, issues of Constitutional Law, Administrative Law and Public Administration and have been published in reputable scientific journals of the country, as well as in reputable international scientific journals. He has also taken part in conferences and workshops on issues concerning the Greek Public Administration and its reform framework.
