Stavroula KTISTAKI is a Professor of Administrative Science and Administrative Institutions at Panteion University of Social and Political Sciences (Greece) and a Councellor of State at the Hellenic Council of State (the Supreme Administrative Court). She graduated from the Law School and obtained a second degree in Administrative Science (Aristotle University of Thessaloniki, Greece). After receiving a master’s degree in internal public law, she obtained a PhD in Public Law with distinction, from the University Paris 1 Panthéon-Sorbonne. She was awarded the prize of the same University and the prize of the National Center for Scientific Research (CNRS).

Before becoming professor, Dr Ktistaki worked as a Public Administration advisor at the Ministry of the Presidency of the Hellenic Government. As a member of the Committee for codification of the administrative procedure and of the Commission on the Civil Service Code, she contributed to the simplification of the administrative procedure and to the reform of the Civil Service Code. She oversaw the training of European Judges on “protection of human rights” in the context of the Lisbon Network in Strasbourg. From 1988 to 2017, she was a special Secretary of the Board of the Greek Institute of Administrative Sciences. Since 2015, she is a member of the Board and the Scientific Council of the Public Law Mediterranean Laboratory (University of Toulouse, France). She has presented and published many academic papers and books in various areas of administrative law and public administration.
